ESIA Submission - VEU PBA Review Consultation, 15 July 2022
PBA is a major contributor to the VEU program targets to 2025 with major changes needed to unlock opportunities at volume. PBA upgrades can provide strong support for deep industrial and commercial energy efficiency upgrades at scale, support Victoria's Large Energy Users, support the Victorian Gas Substitution Roadmap and Emissions Reduction Target. More workable methods within months will: combat increasing energy supply pressures including the energy supply shortfall predicted by AEMO for Victoria in 2024; significantly reduce peak demand at scale in Victoria; and provide a clear path for peak/flexible demand incentives to be value-stacked in the future if the Government introduces such policy. This submission makes a number of recommendations and refers to other ESIA submissions, discussion and briefing paper which are available upon request.
