Market failure frequently results in energy efficiency being undervalued and not considered. Policies, such as market-based schemes, are critical to harnessing the benefits. In the face of current market barriers, the purposes of the schemes are multi-faceted for governments, industry, the community and end customers: to reduce energy demand, energy bills and greenhouse gas emissions; and to increase jobs, skills, innovation and technology transformation... In addition, a scheme can: provide relief for electricity cross-subsidies, if operating, across a jurisdiction; put downward pressure on energy prices; reduce the need to replace aging infrastructure; reduce the jurisdiction's greenhouse footprint and make it less vulnerable to more binding carbon reduction commitments; and support energy security.
