The proposed activity is currently largely skewed to commercial buildings. The ESIA would like DEECA to seek further targeted feedback on tailoring the activity to open up more upgrades to industrial applications including manufacturing and processing. These kinds of sites may be less likely to have BMS and EMIS capabilities like commercial buildings – so the current proposed activity is likely to miss perhaps 80% of the pool of market opportunity. The ESIA suggests that the three levels of EMIS proposed need to be freed up and consider other established thresholds to determine reasonable categorisation.
