VEU ceiling insulation incentive from early 2026 will half installation costs and save on household bills - 8 April 2025
The Victorian Labor government today announced its Victorian Energy Upgrades (VEU) program will provide incentives from early 2026 that will halve the cost of installing ceiling insulation from around $3,000 to $1,500 and save $400 a year on energy bills. This move is welcomed by the Energy Savings Industry Association which has been advocating for this support for years.
“The framework is in place to roll out this upfront financial discount to households and we commend the Victorian government for getting on with the job of strengthening the VEU and providing more cost-of-living support for the most vulnerable,” said ESIA President Ric Brazzale.
The ESIA understands the program will first target those 200,000 households that have no ceiling insulation, with top-ups to be made available later.
The insulation industry has updated safety and quality standards for installation and the government will engage in consultation during 2025 to establish a strong framework supporting quality products and training of registered installers.
“The ESIA continues to advocate for a transparent installer register and clear and updated training and accreditation requirements. We look forward to participating in shaping this activity so that Victorians can enjoy more comfort in their homes, lower their energy bills and help reduce greenhouse gas emissions,” said Mr Brazzale.
The ESIA is the self-regulating national peak body representing businesses that are accredited to create and trade energy efficiency certificates including Victorian Energy Efficiency Certificates (VEECs) under the VEU. Certificate creators, known and Accredited Persons (APs) under the VEU work with their own inhouse installers and networks of installers to support customers to complete the paperwork needed to access the upfront discounts available under the program. Other eligible activities include heat pump hot water and air conditioning and lighting and APs provide the same service support for these upgrades. ESIA members also include equipment suppliers. This diverse membership enables ESIA to undertake ongoing high level and in-the-weeds engagement with government departments and regulators that oversee and administer the energy savings programs in Australia. Programs include the VEU, the NSW Energy Savings Scheme and Peak Demand Reduction Scheme, the SA Retailer Energy Productivity Scheme and ACT Energy Efficiency Improvement Scheme – some already include insulation.
