ESIA Welcomes Insulation Inclusion in Victorian Energy Upgrades Program, 1 April 2026

The Energy Savings Industry Association (ESIA) has welcomed the Victorian Government’s announcement that ceiling insulation will be introduced into the Victorian Energy Upgrades (VEU) program, describing it as a major step forward for households, installers and energy bill relief.

The new insulation discount will initially support eligible social housing residents from 14 April, before expanding to all eligible Victorian homes with low or no ceiling insulation from 1 October 2026.

ESIA President Ric Brazzale said:

“Including ceiling insulation in the VEU is a smart, practical reform that will deliver immediate and long-term benefits for households, particularly for vulnerable Victorians who are most exposed to energy hardship. Insulation is the foundation of household energy efficiency – it reduces energy demand, improves comfort year-round – and ensures that investments in electrification and efficient appliances deliver maximum value.”

ESIA also welcomed the Government’s focus on safety, installer training and product standards as the program is rolled out.

“A staged rollout, combined with a strong safety and training framework, gives industry confidence and creates an opportunity to grow a skilled workforce while maintaining high quality outcomes for households,” Mr Brazzale said.

ESIA also confirmed that Minister D’Ambrosio will address industry stakeholders at the ESIA Seminar in Melbourne on 21 May 2026, where she will outline the Government’s priorities for the VEU and the role of energy efficiency in Victoria’s clean energy transition.

“We’re pleased the Minister will be joining us to speak directly with the energy efficiency sector at our upcoming seminar,” Mr Brazzale said.

“Policy stability, clear program design and ongoing collaboration between government and industry are essential to delivering household savings at scale, and this announcement is a strong example of that partnership in action.”

The ESIA Seminar will bring together policymakers, accredited providers, installers and product suppliers for in-depth discussion on program changes, compliance, and future reform of the VEU.
